A vibrant color palette was used to convey the energy, optimism, and creativity associated with early childhood, while maintaining consistency with the County’s visual identity and brand standards. Youthful, candid photography featuring children, families, educators, and community interactions helped bring the strategy to life and create an emotional connection with the audience.

Thoughtful typography, strong visual hierarchy, photography, infographics, data visualization, pull quotes, and strategically designed callout sections were used to organize complex information and guide readers through the plan.
